THE PROJECT 1) overview of standards, guidelines and benchmarks for quality open, distance, flexible, and online education, including e-learning 2) analysis of and recommendation for which standards and guidelines that are most relevant for the ICDE membership, 3) analysis of opportunities for ICDE to align its work with that of key national and international stakeholders, included quality agencies. 4) recommendations for ICDE’s future work on quality guidelines, benchmarks, standards and quality. 5) presentation of a series of proposals, which ICDE may realistically pursue including an analysis of resources required WHAT HAS BEEN DONE ● An overview of existing international quality standards models, including online post HE, OER and MOOCs ● Analysis and clustering of selected most in use quality standards models ● Stakeholder analysis ● First set of recommendations ● First set of proposals International research advisory group led by Prof M Brown FINDINGS SO FAR Lots of different guidelines /models, this is problematic on one side on the other hand quality is contextualized Different approaches; frame of reference/ benchmarking/certification by whom/purpose Multiplyed global/local/national eL quality should be mainstreamed and integrated in ordinary QATools and to scaffolding Generic vs cultural SET OF PRINCIPLES ON QUALITY Dynamic Process conversation incl reflective practice Stakeholders interested incl students Approaches: Enhancement vs assurance Contextbound contextualises generic /vs content Contestable/ debatable Maturity Open culture/practice core of culture Personalisation First set of recommendations QA systems must ● be flexible enough to deal with rapid change in the field: several have lost their relevance due to inability to change fast enough ● be better contextualised to the needs (culture, language, socio-economic priorities) of local regions (but not at the expense of internationalisation)· ICDE should: ● create a link between the conclusions of this study and the review teams ● provide more examples of local models through its’ members ● Communicate the principles ● Curate a Quality Hub cf OER HUB, which is continually kept updated ● Continue its research and mapping activities
