GS/OAS – Secretariat for Administration and Finance Plan to Reincorporate into SAF Department of Planning and Evaluation Functions and Resources General Secretariat Request: CAAP recommendation to the Permanent Council to approve the transfer of resources exceeding 2.5% from Chapter 4 to Chapter 11 (RF and ICR). (Transfer: $1,051,100 and 6 staff positions.) Requirements: 1. Address donor concerns by reincorporating program support, evaluation and planning functions and personnel into SAF. Ensure consistent and effective program management oversight. 2. Implement immediate SAF organizational changes consistent with longer-term vision. Consolidate SAF organizational chart focusing on stability and efficiency. Maintain stable foundation to improve efficiency with lean organizational structure consistent with stringent budget conditions. 3. Reinvigorate SAF planning efforts in support of PC/CAAP mandates. (Especially: 3, 9, 10, 12, 14, 15, 16, 17, 18, 19, 23, 29, 30, 36) 4. Improve OAS-wide efficiency, internal controls, transparency and responsiveness to donors via IT modernization improvements. Rename DP to the Department of Procurement and Management Oversight (DPMO), incorporating DPE “Support to Project Management” resources. a) Strengthen internal controls by integrating program management support and oversight with financial, contracting and human resources elements within SAF to improve effectiveness. b) Ensure full staff utilization through rationalized work requirements. c) Improve efficiency and transparency of critical project management functions, workflows, and reporting to donors, and internally. d) Improve project management through expanded training opportunities and requirements OAS-wide. 2. Assign primary strategic planning and communication role to Executive Officer position in SAF, with one support position. 3. Plan improvements to program management oversight, transparency and communication to donors based on modernized information technology platform (OASCORE).
