BACKGROUND
1. The current organisational structure that was developed in 2014, was
implemented in September 2014 (after obtaining concurrence from the
Minister for the Public Service and Administration).
2. The Dept. of Water and Sanitation (DWS) was established in May 2014.
3. The National Macro-Organisation of the State (NMOS) facilitated the
transfer of the sanitation function from the Dept of Human Settlements into
the Dept. of Water Affairs.

REVIEW OF THE STRUCTURE
1. In 2015 the Minister: Water and Sanitation commissioned a review of the current
structure to align with the 2015/16 – 2019/20 strategic plan (including the
incorporation of the Sanitation function).
2. The review was prompted by the following:
• New Mandate and Functional Changes: The Presidential Proclamation no. 43 of
2014 gave birth to the Department of Water and Sanitation, which incorporated
the mandates of the Department of Water Affairs and the Sanitation function (full
integration of the Sanitation function is required).
• Alignment to the National Development Plan. It is imperative that the Department
and its entities be optimally configured and resourced to support the realization
of the objective of the NDP.
• Establishment of nine Catchment Management Agencies has functional
implications on the Department; i.e. the DWS at provincial level will be impacted
upon should the nine Catchment Management Agencies be fully established.
• Cabinet approval for the merger of Trans Caledon Tunnel Authority (TCTA) and
National Water Resource Infrastructure (NWRI) was announced. This merger
also impacts on the functions of the Department.
