                                     INTRODUCTION
                                           2021-2022
  CEDAR, Inc. is pleased to offer the ECLRP program for the fifth year, following the successful 
  implementation of the program over the last four years. CEDAR is looking forward to continuing its 
  partnership with the business community and other interested partners, particularly Bit Source and SOAR 
  (Shaping Our Appalachia Region), in order to continue offering this unique learning opportunity for high 
  school students in the twenty-three county program area. 
  The program was altered last year in response to the COVID-19 pandemic in order to make the delivery of 
  all three Workshops virtually, and we will continue the same for this year. The Regional Challenge is 
  designed such that it can be conducted either virtually or in-person, and will be conducted according to 
  which of the two will be the most appropriate at the time, which at this time our intent is to conduct it in-
  person.
  The option that was added last year relative to the type of Site that will be acceptable for the location of 
  the teams’ business footprint will also be an option for this year. In addition to a Previously Mined Site, 
  teams will have the option to choose an east Kentucky Coal Camp Site/Community to 
  repurpose/revitalize. If a Coal Camp Site/Community is selected, the team’s task will be to research it’s 
  history and current status, including both in the Site Profile, then provide a future look of the 
  Site/Community relative to how your business will either repurpose or revitalize it. The East KY Coal 
  Camp/Towns Directory provides the following information: Operating Company Name; Community Name; 
  County; Years of Operation; and Number of Employees; and can be accessed at:

         CEDAR’s goal is to provide a program that is fair and equable to all participating teams and that will 
         provide the same opportunity and resources to all in their quest for success in this unique learning 
         opportunity. A series of virtual workshops, via zoom, will be conducted for all Team Members and 
         Coaches, and will include the following topics: 
         WORKSHOP #1
          Program Overview/Review; 
          Selecting a Previously Mined Site or a Coal Camp Site/Community to serve as the location of the 
                   teams’ business enterprise. (Demonstration video on locating and identifying a previously mined site);
          Site Profile Report. (Instructions on building a profile on the teams’ Previously Mined Site or Coal 
                   Camp Site/Community, relative to the Program Guidelines). 
           
         WORKSHOP #2    
          Development of a Business Plan. (Instructions on developing all components of a Business Plan 
                   relative to the teams’ Business Idea and within the scope of the Program Guidelines)
           
         WORKSHOP #3
          Presentation on creation of teams’ Physical or Virtual Model, and/or any Prototypes.

 REGIONAL CHALLENGE    
 At the end of the program there will be a Regional Challenge where participating  teams will compete for 
 cash awards, as described on pages 23-28. The same Judging Panel will score all three components of the 
 program, being: The Site Profile Report; The Business Plan Report; and the Regional Challenge Presentation, 
 which will include any Physical or virtual Modeling, or Prototypes used in support of the teams’ overall 
 project. The Panel will consist of five individuals with the following affiliation: the Business Community, Coal 
 Industry, Academia, Government Regulatory, and an Economic Development professional with a focus on 
 innovation and entrepreneurship. The weighted average of all five judges’ scores from the Site Profile and 
 Business Plan Reports, as well as the overall presentation score at the Regional Challenge, will be combined 
 to determine the overall place winners for First, Second and Third for team recognition and cash award 
 purposes.

                                                        PROGRAM PROMPT
                                                                  2021-2022
  CEDAR invites you to select a minimum of two and a maximum of five (five is recommended), students from 9th-12th grades 
  to compete as your school’s Team in the ECLRP Program. The Team’s task is to identify a specific community 
  need/opportunity and through the development and creation of a Business Plan address such need/opportunity to help 
  improve the quality of life in the community. Once the Team roster is filled, a Team Captain should be selected, who will be 
  the student representative for the Team in addition to the Coach and any Assistant Coach who might be selected. *NOTE*

  The Team Roster that is confirmed on December 16  at the Business Plan Workshop will be considered official and final, with no 
  additions/substitutions permitted throughout the remainder of the program relative to any cash awards that the team might earn. Although

  only those students listed on the roster on December 16   will be eligible for any cash award or other recognition, substitutions will be allowed

  after December 16  to fill any roster openings in support of the team and would be allowed to be part of the team presenting at the Regional 
  Challenge).
  Once in place, the Team will choose one of the following on which to base their Business Proposal: 
   1. COMMUNITY BASED
  Identify a specific need or opportunity within your community and create a business concept that will address such 
  need/opportunity;
  Site Selection - Previously Mined Site, that has either been abandoned, or reclaimed, both of which are currently lying 
  dormant; OR; a Coal Camp Site/Community, to either repurpose or revitalize, bringing new life to the community. 
  Develop a Site Profile – Previously Mined Site, relative to how previous coal mining activity benefited the surrounding 
  community through employment, taxes generated, philanthropic acts, or other; OR; Coal Camp Site/Community, relative 
  to its history, current status, and future as your team envisions it relative to the placement of your business in the

  Develop a Business Plan to construct a business enterprise, i.e. retail, industrial, energy, service, e-commerce, or other 
  that would contribute to meeting the specific need/opportunity;
  Identify benefits that will be realized by various stakeholders: residents, local businesses, employees, visitors, county/state 
  governments, et.al.
