  In	two	key	1975	lectures	on	Extraordinary	Moments,	Foucault	draws	attention	to	how	the	extraordinary	figure	gave	in	to	"the	problem	of	heredity,	racial	purification	and	correction	of	the	human	instinct	system,	racial	purification"	in	the	last	years	of	the	19th	century.	("Abnormal",	p.	133;	see	also	pp.	316-318).	It	is	at	these	points	that	Foucault	begins
  to	hypothesize	that	psychiatry	has	created	a	new	form	of	racism,	distinct	from	traditional	ethnic	racism,	which	he	calls	"racism	against	the	abnormal"	(Abnormal,	p.	316).	.	Foucault	provocatively	suggests	that	this	new	form	of	racism	would	eventually	combine	with	a	more	traditional	form	of	racism	to	debunk	some	of	the	worst	excesses	of	the	20th

It	is	precisely	these	themes	that	Foucault	addresses	in	1976	in	what	is	perhaps	his	best-known	and	best-known	lecture	“Society	Must	Be	Protected”.	because	very	early	on	they	(at	least	the	first	two	lectures)	were	translated	into	English	and	published	in	1980	in	the	journal	Knowledge/Power.	In	fact,	their	full
  publication	in	French	in	1997	would	have	opened	the	series	we	examine	in	Foucault	13/13	this	year.	"Society	must	be	protected"	announces	the	main	themes	in	Foucault's	work.	Some	of	these	were	not	published	until	a	few	months	later	when	his	History	of	Sexuality	-	Volume	1	(La	Volonté	de	savoir):	Conceptions	was	published	on	November	17,

He	is	best	known	for	being	the	first	to	be	published	in	French	and	very	early	(at	least	the	first	two	papers)	being	translated	into	English	and	published	in	Knowledge/Power	in	1980.	In	fact,	their	full	publication	in	French	in	1997	would	open	the	series	we	are	studying	at
  Foucault	13/13	this	year.	"Society	must	be	protected"	heralds	key	themes	in	Foucault's	work.	Some	of	them	appeared	only	a	few	months	later,	on	November	17,	1976,	with	the	publication	of	his	History	of	Sexuality.	Volume	1"	(La	Volonté	de	savoir):	Ideasand	security,	population	and	race.	In	these	lectures	and	in	La	Volonté	de	savoir,	Foucault
  famously	compared	sovereign	power	to	biopolitics,	using	these	two	now-famous	inscriptions:	"faire	mourir	ou	laisser	vivre"	(cause	death	or	let	live)	and	"faire	vivre	et	laisser	mourir".	(create	life	and	let	it	die).	In	these	1976	lectures,	Foucault	also	returns	to	previously	developed	themes,	in	particular	the	issue	of	the	civil	war	and	his	earlier	direct
  interaction	with	Hobbes	(whom	he	silenced	after	the	1973	Punitive	Society).	Here	we	also	find	a	fascinating	discussion	of	the	actuarial	turn	(p.	223	in	the	French	edition)	which	is	very	inspiring	and	develops	in	1978/79.	"Society	must	be	protected"	is	the	source	of	ideas,	threads	and	avenues	of	inquiry	for	the	modern	critical	thinker	-	in	Foucault's	own
  words,	a	collection	of	"suggestions,	ideas,	schemes,	outlines,	instruments	of	inquiry"	(SMBD,	p.	2)	As	he	would	provocatively	put	it	A:	Do	what	you	want	with	it.	In	the	end,	what	you	do	with	it	is	none	of	my	business.	It's	none	of	my	business,	because	it's	not	for	me	to	make	the	law	about	how	you	use	it.	And	it	affects	me	that	what	you	do	with	it	is
  somehow	related	to	what	I	do.	(SMBD,	p.	2)	To	reread	and	discuss	these	1976	articles,	we	welcome	Anne	Steuler,	Robert	Gooding-Williams,	and	Part	Chatterjee.	As	early	as	1995,	Anna	Stoler	made	extensive	use	of	these	1976	lectures	to	support	the	arguments	in	her	seminal	book,	Race	and	the	Education	of	Desire:	Foucault's	History	of	Sexuality	and
